Your 031223 noted and is being complied I regret overstepping my directive but appointments were made before directive was received as I found an administration working and felt it necessary to give every encouragement to the reorganisation of the public services whilst the Navy was fully occupied rounding up the Japs and maintaining law and order. as my model Malta which has a Lieutenant Governor responsible for civil affairs to the Governor and Commander in Chicf.

Gimson who is a most loyal person is doing wonderfully well but he and all other internees are very ovcrstrained and should go home as soon as possible.
